Analysis of the 1064 transaction

I don’t know anyone in South African who has not heard about the controversial “1064” deal. In the event that you Dear Reader, have not, allow me to summarize; in or about 2013 Transnet issued an RFP for the acquisition of 1064 locomotives (par electric and part diesel). At the time of RFP issuance, the entire transaction was estimated to cost R38,6 billion (including contingencies and, escalation). This deal was eventually awarded in 2014 at a

of R54,4 billion.

Management of Transnet motivated this increase through a memorandum. I had a bit of fun pulling the memo apart.
